It looks like she does, but if you look really closely it’s just the way her eyes are posed in the judging-face. Which is made ten times funny by Bink’s face standing on her head.

It’s the war cry of the Jawa. Yup… ok, my geeks showing again.
It’s the little sound the jawas are always making in video games. A sound that happened maybe once in the original three movies.
